Interseting corvette on Ebay... Legit?

Thanks for checking into that for me. We've hit a snag with PayPal so I may not end up owning this bass. Apparently they have a new policy where if the seller doesnt have a certain number of feed backs within a 6 month period then they put a temporary hold on the funds until the item is recieved and positive feedback is left. Its great for me but for a seller it sucks. The money can be held for 21 days. This guys been payed but to him if he cant access his cash then he hasnt been payed and he's hesitating on shipping. What a mess. Anybody else know about this policy? Should I start a new thread and warn people incase they are thinking of selling a bass?
 
I just put some gear on eBay yesterday and noticed the 'new policy' as well, presumably to give more protection to the buyer. In my case it's not a big deal because it all falls in the $100 or less range, but if I was selling a $1,000+ bass it might be cause for concern...
