Yes Flo I have lowered the bridge and saddles to their lowest point.

And thats the point i'm making.

If everything (bridge and saddles) are at their lowest settings surely the fact that there is still a 1.5 mm gap indicate a neck issue?

If it's a bolt-on then you need to shim the neck pocket.

If it's a neck-thru then you now know why I never buy
that kinda bass. Hopefully it's a bolt-on. When I set up
a BO, including any needed shim work, I definitely set
it up such that the strings lowered to touch the frets. I
figger that when the final set-up is ready to play, the
bridge will not be quite all the way down. IOW there's
still some margin for adjustment not quite exhausted.
Why ? Cuz thaz my perznal comfort zone.

I would not consider it a neck issue unless you cannot set it properly. Not being able to lower the strings all the way down to the neck is not an issue IMHO, you can always use a tool to measure the action.
