Sounds like either a loose speaker or a faulty one. MY NEO115 sounds great at all notes and volumes. Sometimes the grille's have been known to rattle tho, but if you have taken this off & the noise is still there, tighten the allen keys screws on the speaker evenly. If this makes no difference, send the cab back for another one.

Seriously, there should not be a problem.. they are great cabs.

hahaha, we are trying to diagnose what the problem is with the OP's cab, please save your rant of anti-power for another time.

I'm not anti power... I have had (and have) some very loud rigs.

It just so happens that wattage has nothing to do with the problem at hand. I'm quite on topic.

the only other thing i could think of and you guys already talked about it is amp clipping but if it sounds ok with another cab at the same setting,then it should be ok with the new cab.

I sent the cab back to the shop to get fixed, but I've been away on holiday so I told them not to try and deliver it while I was away! Hopefully I'll get it back early this week and then I'll find out what it should really sound like. And, of course, I'll ask what they did to it to fix it!

I noted that you mentioned the master and pre gains are a third up...running the map into a higher load you may want to try and move the master way higher that the pre gain. See if that works. Maybe you are overdriving the pre stage.
