I'm not an expert on this, but I think the problem is at the UK end, when stuff's coming in from any non-EU country. Not an "import tax" but excise duty (same thing, I suppose). I got stung after buying a Hipshot bridge from the US once!
I believe the system is a bit hit or miss, and may depend on the documentation that comes with the item... a one-off purchase, not for resale, and especially if it's second-hand (an advantage). But I don't think there's much arguing about it... they say, you pay!
Hopefully there will be some guys who'll know a bit more about it!

I think that it only applies for goods purchased in Europe.
I've bought a fair amount of equipment from the US and depending on what it is will determine what you pay.
Generally anything small will go through without having to pay anything.
guitars etc will be subject to import duty of 3.5% ( I think ) plus VAT at 17.5%.
there is one way round it and that is to put a value on the item of less than about £30. This will normally go through without having to pay for anything but if the item is received damaged then the courier is only liable to pay that £30 if it is their fault that the damage occurred.
This is, of course, illegal and would be devastating if your new bass arrived damaged and you were entitled to an amount equal to a couple of sets of strings in return
