A quick answer:
pre- shapes tone, usually with eq's can have comps or modelling as well. that's where warmth and fullness gets into the signal, but it doesn't get much louder
power amp-just makes it louder. makes the signal strong enough to drive speakers. ideally it doesn't colour the sound much (for bass any way IMHO)
Bass head- both in one box. the most common arrangement. pre stage allows you to shape the tone, power stage to make it a more powerfull signal to send to speakers.
