Advice for a 95 Thumb BO 5 with very high action

Picked up the bass on eBay, it was in need of some tender loving care.
The action is very high. Bridge set to lowest positions, B string still 4mm at 24 fret.

I suspect someone has been messing with the neck at some time in its history.
Simplest solution a neck pocket shim?
 
Is the neck straight? If so have you gotten anywhere with the truss rod?
 
Warwick has some good guides on YouTube for the entire setup including truss-rod, give them a look for reference
 
Neck is great and is set for the strings (0.6mm at the 7th fret), when all settings are set to lowest setting (Bridge height, saddle heights, JAN and truss rod set) i could not get the action lower than 4mm.

I put in a 1.5mm shim at the bridge end of the neck pocket and re-attached the neck, the action is now 2mm. i was wondering if this was something common to the BO, the only other conclusion is someone been messing with neck.
