amp or output

My 97 fortress one four string,passive pickups 2 band active pre amp,has allways seemed low on output but now its starting to annoy me. I want to fix it but am not sure which direction to go in. Is a low output due to the passive pickups?The pre amp works but doesnt add any real ummph to the...
