It could mean the neck was glued multiple into the body or the headstock was fixed...

He most probably means it's a multi laminate neck, but one can always ask.

I'm looking for a nice old Streamer or Thumb, so this caught my eye:

Needs a new truss rod (shouldn't be difficult for this year/model, right?), but the thing that turns me off is the poor refret.
The price is pretty low for an '80s SS2 though…
